Supplying toilets into the European Union

For a WC pan, CE marking is a declaration rather than a sticker. What the market requires is the Declaration of Performance, drawn up against the harmonised standard that covers the product.

What the regulation actually requires

Under the Construction Products Regulation — Regulation (EU) No 305/2011 — a construction product covered by a harmonised standard must carry CE marking and be accompanied by a Declaration of Performance. The DoP is the document that states the performance; the CE mark is the manufacturer’s claim that the declaration was drawn up and the obligations behind it were met.

The standard for a WC pan is EN 997

CE marking applies where a harmonised standard covers the product, and the standard for WC pans and WC suites with an integral trap is EN 997. The manufacturer draws up a DoP against that standard and affixes the CE marking. Bathroom products that fall outside a harmonised standard are a different conversation again.

Who signs it, and who carries the liability

The manufacturer draws up the DoP and answers for what it says. An importer that places the product on the market under its own name or brand takes on the manufacturer’s obligations for that product, including the declaration. Settle that before the artwork is printed — it decides whose name stands on the document.

What to check before you commit

  • The Declaration of Performance for each model, named by model code rather than by catalogue picture
  • Whether the CE marking is applied by us or by you as the importer
  • The range boundary: a model that looks identical can sit outside a declared range if the flush valve, trapway or fitting differs
  • A document folder per model per market — an EU file and a Saudi file are not interchangeable

Where our range stands

Our products for the EU market are marked accordingly, and the CE certificate we hold is available for our wall-hung toilets — it is in our downloads section and free to download. Tell us the model codes and the destination market and we confirm which documents cover them before sampling.

Documents for this market

What we hold as a file is open to download; where a mark travels with the order, the document is sent on request. Our certifications page lists the full set, and the downloads page carries the catalogues and drawings.
